Lay out the cauliflower florets and eggplant slices on a rimmed baking sheet and spray generously with oil. Season with salt and the ground allspice, then roast in the oven for 30 minutes until lightly browned.In a large handled pot add the ground beef and set over medium high heat. Cook the beef until evenly browned, season with a little sprinkle of salt then remove from the heat and layer in the roasted vegetables on top. Add the washed rice on top of the vegetables and then add the water to cover. Sprinkle in all the seasoning mixture and set the pot back on medium high heat.Bring the mixture to a boil then reduce the heat to low and cover with a tight fitting lid. Cook for 20 minutes on low until the rice is cooked through and fluffy.Remove the lid and place a tray over the top of the pot. Firmly grasp the handles of the pot and the tray together and confidently flip the pot to turn out the maqluba onto the tray.
