Toss the chicken wings in the dry mixture and set aside. Whisk together the wet batter ingredients till you have a smooth and slightly thin tempura light batter.Dredge the wings in the wet batter, then once more into the dry batter to create a triple coating. Fry in 315F degree oil for 7 minutes, then remove to a wire rack and raise the temperature of the oil to 360F.While the oil heats, make the sauce: in a large pan combine the butter and garlic and bring to just a bubble, stirring over the heat until it’s fragrant. Stir in the hot sauce, sesame oil, soy sauce and hot honey. Bring the mixture to a simmer then stir in the red pepper flakes.Fry the chicken wings for 1-2 more minutes in the hotter oil till golden brown and crispy.
